ABOUT THE SPEAKER


Brahma Chellaney is a Professor Emeritus of strategic studies at New Delhi-based Centre for Policy Research. A specialist in international security and arms control issues, Professor Chellaney has held appointments at Harvard, the Brookings Institution, the School of Advanced International Studies at the Johns Hopkins University, and the Australian National University.


He is the author of nine books, and has served as a member of the Policy Advisory Group headed by the foreign minister of India. Until January 2000, he was an advisor to India’s National Security Council, serving as convener of the External Security Group of the National Security Advisory Board.


Professor Chellaney is a frequent contributor to public conversation about international security on television and in print. He writes opinion pieces for the International Herald Tribune, the Wall Street Journal, the Japan Times, Mint, the Economic Times, and the Times of India. Professor Chellaney has a PhD in international studies from Jawaharlal Nehru University.

ABOUT THE MODERATOR


Claudio Lilienfeld is a senior foreign policy and corporate diplomacy professional with experience in life sciences, global health, information technology, trade, and national security. His career experiences include twenty years overseeing work in Asia, with particular focus on India, spanning U.S. government national security and trade policy and the private sector (both in-house and as a consultant). Mr. Lilienfeld currently is a Fellow at Harvard Law School’s Berkman Klein Center for Internet and Society serving as Co-Chair of the Project on Voluntary Licensing and Access to Medicines. 


For 5 years ending in 2020, Mr. Lilienfeld served as Gilead Sciences’ Senior Director, Government Affairs - Asia Pacific. In this capacity, he led engagement with governments and other stakeholders in support of Gilead’s Global Patient Solutions business unit, with a focus on the Asia Pacific region. Mr. Lilienfeld also managed Gilead’s work on sustainable health access models, working with NGOs, private investors, governments and multilateral institutions on innovative solutions to health access at the base of the pyramid across emerging markets.


Mr. Lilienfeld previously served as Principal at the Podesta Group, advising clients on policy, politics and government affairs, was a senior Asia and international policy advisor at Google, and headed the South Asia practice at McLarty Associates, a global strategic advisory consulting firm. In his consulting roles, Mr. Lilienfeld’s clients were cross-sectoral, Fortune 200 firms, including defense, technology, life sciences, and consumer/retail and financial services.


Mr. Lilienfeld spent over 20 years in the U.S. Government, ending in 2010. He served as the Deputy Assistant and Acting Assistant U.S. Trade Representative for South and Central Asia from 2006 to 2010, leading trade negotiations with India and the region. Prior to that, he led South Asia policy in the Office of the Secretary of Defense from 1999 to 2006, including leading the defense department’s catalytic work building a new and transformed strategic and security relationship with India. 


From 1993 to 1999, he oversaw Defense Department policy and planning for humanitarian operations, including during emergency humanitarian responses in the Balkans, Central Africa, and Iraq. His career began with stints in the Department of the Navy and the Defense Security Assistance Agency.


Mr. Lilienfeld received a BA in Geophysics in 1984 and an MA in International Relations in 1987, both from the University of Chicago. In 2003-2004, Mr. Lilienfeld was an Office of the Secretary of Defense Fellow and Visiting Scholar at Johns Hopkins’ School for Advanced International Studies.
